The bank manager went to make a call to process the wire and then suddenly Jeff walks out with the money. WHEN did he ever get the money?? They didn't even finish processing the wire yet!

Yes. When they guy thumbed through the money in the bag as he was driving, he found the outsides high denomination bills but with one dollar bills inside. Presumably he used some of the money wraps he took off the table in the bank.

Ok but they showed him at the bank the entire time and he never arranged the bills like that with big denominations on each side and 1s in the middle.

i assume he went to the bathroom after he got the $5000 and arrange it so.
