Who is the actor playing shop owner on Rodeo Drive?

There is an actor with an Scottish(?) accent playing the shop owner with all the Asian merchandise that gets broken and burned. What's his name?

i guess he wasn't listed in the credits because that scene was originally deleted. then again mad tv's will sasso, who played chet walters the ink specialist, was not in the credits either.

I didn't watch it in theaters, so this answers a question I had about it being left off the DVD. I guess they only wanted to show the theatrical version. At least they could have put the scene on the DVD.
