Cold Open

Was the scene with Pamela and Dr. Woodrue meant originally to be a cold open? It seems like the time between Pamela getting pushed into the chemicals and her re-emerging as Poison Ivy is too short. It may have provided better pacing if it were a cold open before the opening with Batman and Robin fighting Mr. Freeze.

I don’t think the filmmakers put that much thought into it, it also almost directly mirrors Nygma killing Fred.

I doubt it. This film was written to recreate the structure of the theatrically released cut of Batman Forever, an opening action scene with a fully formed villain, shortly followed by an origin story for another. That's not how Forever was in its first cut, but that is how the film played in cinemas, and that's what they were trying to recreate here.
