A couple of problems


I realize that this is not an autobiographical film regarding Carlos the Jackal because it's got basically nothing in common with him except the name and to run through all the faults would be a waste of everybody's time, but none the less I got a couple of issues with certain scenes in the film.

First problem is when Carlos blows up the cafe in Paris. Now in real life he used a simple fragmentation grenade with a blast radius of around 15 meters. I think it actually killed around 2-3 people tops. Yet the same scene in the movie gives the impression that he blew it up with a truck-full of Semtex. The blast is just ridiculously huge, I mean there's even fireballs for god's sake. I'm actually curios as to how he managed to escape the cafe within the 5 second delay since the entire floor level seemed to be cremated.

Second, at the end when Alpha group is making the assault on Carlos's house. The way the scene plays out is completely idiotic. I mean it's great up until they actually come to Carlos, but then it just loses any credibility it might have had. Real life Alpha would not have waited for him to get dressed, let alone allowing him throw underwear at them, these people are not synonymous with reading a suspect’s rights right before they take the said suspect out. In real life they would have leather sapped his ass into concussion before putting a bag over his head and escorting him to the van, all within 15 seconds. Also the KGB honcho had no business participating in the raid before its closure. In real life he would have had to wait outside while Alpha complete their job, THEN when they bring Carlos out he would most probably have to ID his body before giving the clear to ship his ass off to the Gulag.

Other than those 2 scenes it was a pretty good film.

There was a secondary explosion at the cafe from the gas line.

The Spetsnaz Alfa group and KGB are symbols of Soviet Union power, in this movie. The fact that one guy manages to shoot the best guys from those Soviet organizations, easily and fast, is made to show that U.S.S.R. is always the greatest loser.
Personnally, I was sure it would have ended badly for the Russians. It's typical from some Western movies from the 90's !

The answer to both your questions is the same: screenwriting and cinematic license.

They make for a more interesting, exciting, and attractive film.
