I have seen this movie a number of times and there was no implication at all about Serafine and the AWIL's David kessler . There was no direct mention of this totally in the movie !!! I replayed the whole thing and listened carefully to every word they utter but not a damn indication !!

If Serafine was really David Kessler's child , then her lycantrophy curse would not be broken even when Claude died . She would still be a Werewolf !!

But heck , when was it that the babies of Werewolves are also Werewolves themselves ? This is not Howling III or The Fly !!

Actor Phil Buckman made an appearance on the Loveline radio show to promote the movie back in 1997. I believe a caller had asked him if the characters from the sequel were to have any relation to the original and he responded by saying that the female lead played by Julie Delpy was actually written as David Kessler's biological daughter but that all references to him were cut from the movie to make it a stand alone film.
