whats the name and artist of the song that begins playing during the credits?

At the end? It's Sting singing 'Valparaiso'. I believe you can find it on the 1996 album 'Mercury Falling.' It's not on the White Squall soundtrack.

In the credits it is spelled "Valpariso" (twice), though I see it spelled 'Valparaiso' when I look up Sting's discography online.
