LOL, it took a few times watching before I heard that line! Snipers on the rooftop. This movie is so damn funny!

shareIt was towards the beginning when they were discussing a parade route for the sesquicentennial year for Blaine, and are using the model of the town hall and placing trash cans and port-a-potties, and talking about security. I don't know if the word 'sniper' was used, but they discussed putting "a man with a rifle" on several building roofs.
