He's the same guy that comes back to save Sandra Bullock's character from when she was tied to a tree by Kiefer Sutherland. He was working as an informant for the police posing as one of the 3 recruited Klansmen. Actor's name is John Diehl.
shareIf memory serves me correctly, in the book, Freddy Lee and the clansmen discover "Mickey Mouse" is the informant and kill him while they leave Roark for dead.

I could be wrong but I thought he was sort of a double agent - one of the Klansman who was sympathetic to victims of over the top violence.

He was the racist cop you see in the beginning of the movie he is with Sutherland trash talking and discussing seeking out the KKK. He goes along with them because he is racist but as a cop couldn't justify the klan planning the murder of innocents so he would warn them. He couldn't up an leave the clan without drawing attention to himself and he (assuming they don't catch and kill)also would no longer have access to their plans and be able to warn them.

He continually warns Jake and the Sheriff of the klans attacks against McConaughy's characters. However in the book he was an informant for the police and he is killed when he was saving Roark
