Chinese/Oriental Dragon Patch on Grand Dragon's KKK robe?

Why does he have a Chinese/Oriental Dragon Patch on his robe? Was it an attempt to caricature how stupid these types of people are in the first place? I suppose all the robes were made in China?

The style of which it was stitched was definitely Oriental and not Occidental.
