Vaughan knew Karl was going to kill him...


I always believed Vaughan knew Karl was going to kill Doyle and did nothing to stop it because I believe he felt Linda and Frank would only be safe forever is if Karl killed him...

Vaughn knew in the way that, Carl, as the Jesus figure was going to make the sacrifice to bring justice, or peace. That is more of the (many) religious analogies of this story.

The Vaughan character was an evil monster,and subtly coaxed Karl to kill Doyle.
Without Vaughan, there is no murder.

No one suspected that Karl was going to kill Doyle. That's why they kept saying, "Karl?". They wanted Karl to explain what he was going to do next.
