..not notice the cart until the last second? that thing must have been extremely loud going down the stairs and he just walks in there looking at his paper, lmao.. just found it kinda unbelievable

Have you ever taken the subway? The noise in those environments are not only deafening but a regular subway user becomes accustomed to the noise and just tunes it out.

The running subway would have been beneath him by the time he got up to where the cart hit him, so the noise of the train would not be as loud and wouldn't prevent him from hearing the oncoming cart. He had to hear the crashing sound of the hot dog cart. I love this film but this scene and the way it played out was so stupid, unfortunately.

He probably was so busy looking at the paper he didn't realize it. Think of someone talking or texting on their cell phone today.

It's an unrealistic plot device that happens in movies all the time.
Someone is standing in the middle of the street and they see an out of control truck heading right for them 5 blocks away.
They have plenty of time to run out of the path of the danger and do they?
Nope. They just stand there and stare and wait to get hit instead of running to safety.

Humans are not the only species on earth.
We just act like it.

He was reading the paper, the sound of the subway (which can be deafening) but, also the scene was in slow motion, maybe he didn't have time to react. Also, I realize it was the 1960's but, maybe he was minding his own business and didn't expect a hot dog cart to come tumbling down the stairs?
