Looked like Fort Ord in Ca, but i think that was closed by the time this movie was shot.

Not sure but I would guess it wasn't any military base. At the end of the movie during the credits they make a note to "thank" the US Army for not assisting them in any way during shooting. I think the movie is ok, but come on did these idiots really think the US Army was going to help them make a mockery of them?

^^This, it was a hollywood mockery of the military and a hollywood mock up of a base.
