Fitting into real U.S. Army

Even though this movie is about fictional Army unit, can anyone know, if this movie were about real events, how Fort Baxter (as Army developing and testing ground) fit into U.S. Army structure?

What about fitting into U.S. Army Test & Evaluation Command (ATEC)?

good question.
something I've wondered myself.
I feel like the back story with Bilko and Thorn was probably based on a few real stories.
But about the machinery and actual militaristic story line.... i don't know.

There is documentation of corruption during Vietnam years of the "clubs", see "Khaki Mafia" (fiction), and "Goodbye Junie Moon".
