They were already planning to rob Keith's bank before she even met him. Thats how she met Keith, she and TT were casing the bank. Stoney asked them could they rob another bank. They didn't want to as they were desperate to leave, they'd spent all their other money. Cleo accused Stoney of putting Keith above their friendship so, thats why she went ahead and told him to leave the bank. Downtown Federal had the most money and was closest to the freeway. That's why they didn't choose another bank.
