Why do people say that Mullen didn't pay the ransom?


Originally he paid the ransom and he didn't even want to involve the police but did so because Kate insisted. When he delivered the ransom, Cubby refused to give him an address (as Shaker had promised him in the car), and instead took the money and ran without providing an address. Isn't that obvious that they were going to kill the kid anyway? I mean which father would want to make his child's killer rich? I would never pay the ransom if I realized that they would kill my son. Please read my post and don't ignore it.

I'm not sure if I get your point. It was obvious after Cubby refused to give the address.

That's exactly what I meant. I mean after Cubby refused to give the address it was obvious to Tom that they were going to kill the kid after the ransom was payed. So why make his son's killer rich by paying the ransom? Even if the bounty killed Sean, at least Tom would not make his child's killer rich.
