This is what Shaker could do.


If he really wanted to kill the kid, he could have Cubby give Tom a false address of where Sean is. Because refusing to give Tom the address made it obvious to Tom that they were going to kill the kid regardless if the ransom was paid or not. That's why Tom put the bounty on Shaker's head. If Cubby had just given Tom a wrong address than Tom would go there and find nothing, and he wouldn't have put a bounty on Shaker's head because he would know his son is dead. Cubby's attitude during the ransom delivery made it obvious to Tom that they would going to kill Sean anyway. So Tom had every reason to put a bounty on Shaker's head.

That Tom expected to receive an address at the drop is totally unreasonable. Even if Tom was so naive the FBI knew they were dealing with someone very organised and would know that there's no way they would get information on Sean's whereabouts until the money was clear.

You missed something. Shaker said to Tom that they will swap. He said "You'll give me the money, I'll give you an address". If Shaker lied how could Tom trust him not to kill Sean? I mean if the guy hadn't ran away with the money, and provided Tom the address everything would have been over. It was obvious that during the ransom delivery that they were going to kill the kid anyway. If Shaker lied about swapping the money and Sean's whereabouts, how could Tom trust him not to kill Sean after the Ransom was paid?

Exactly. Shaker blew his cover that they were going to kill the kid once the ransom was payed.
