Kinda seemed like a combination of Chris Rock (at least in appearance and voice) and a hacky 90s Def Jam stand-up comedian (WOMEN BE SHOPPIN!)

Yes.

Although it is never mentioned in the film, he is a direct parody of Chris Rock as well as the Hudlin Bros.

His looks and personality is a spoof of Chris Rock

and his name is a play on Reginald and Warrington Hudlin. (Reggie Warrington)
