I remember this...
...but not as a TV movie. No, a local station in my area (Cable 6, if you're from Martinsville, Virginia) ripped this off and turned it into a mini-attraction, kind of like the Back to the Future ride at Universal Studios.
It was in a trailer, and they showed certain scenes from the movie (mostly devoid of any of the actors), complete with cheesy wind (high-powered fans) and rain effects (water sprayed through afforementioned fans). They even had people outside shaking the trailer.
