This movie's plot and characters were not developed well

The four cops seemed to be the same, except Palmenteri. His character was the only person who was different and had volume. Madsen is a great actor, but his role just required standing around and acting tough. Same with Chris Penn. And Nick Nolte did good, but he just seemed like a dude going through a mid life crisis.

This movie had alot of potential, but it was bad due to the lack of development and the depth of characters.

Palmenteri's character did change the most.

I think I have to agree with you there, the film has all the right elements to make a great classic noir-ish tale yet somehow falls flat. Slow pacing and not much flair shown by the director somewhat explain for this perhaps? I agreew ith you about the 4 cops characters, does Chris Penn even have any worthwhile lines?? At least Madsen got a few in.
