What does this quote mean?

General Decker: What the hell does that mean?
Does this mean Martians had, in the past, interbred with humans, and now they are getting rid of their mistake. Us?

I think it's just meant to mean that the translation machine doesn't translate well at all, that the language of the creatures really is indecipherable.

It seems to be a given, that they don't follow any certain form of logic, such as when Brosnan's character yells at the ambassador why his soldiers are taking down Congress, "It's not right! It's not logical!"

I think that's what the movie does pretty well: it doesn't really give us a 'why' the Martians decide to invade. For all we know, they were just bored, and decided to conquer Earth.
