It's only available in Pal/region 4.
You can purchase it from Amazon.com but it's a bit expensive for a low/no-budget obscure romantic comedy from Australia (over $30). I mean, I love the film (I've watched it many times, own it on vhs, and I even have it on a Chinese Laserdisc in widescreen) but this is the kind of film that you'd find in the $4.50 bin at Walmart.

As for the region encoding or the PAL vs. NTSC; most modern computers with dvd players/recorders will play a movie from any region or either format with the exception of a few rather useless companies that impose the same restrictions you find in standalone players through the software on your computer.

The other option is to purchase a dvd player that is either region free, or can be made region free through a hack.
I bought an ILO DVDR04 from ebay, then downloaded a hack online and updated the firmware to disable: region encoding, macrovision, enable lp, enable PAL playback. And it all cost me only around $100.

If you're a film buff sooner or later you'll run into the region encoding problem, so I think it's a good investment to purchase a player that is region free. Sometimes you can even purchase a film on dvd from another country a long while before it appears in your country on dvd (or, sometimes, even in the theater), for example, I bought "Amelie" on dvd from the French Amazon.com a good 3 months before it was available in the U.S.
