why in the movie did the female detective call David's boss and pretend to be Cyndi?

And were they ever awarded any of their money back or did they sue the police dept or anything....they should have gotten their money back for all the hell they were put through...

I thought it was so Cynthia/Cindy didn't call the lawyer for her husband. I think the police thought that if they could get him in there alone, they could break him.
