Judah was simply the worse kind of voodoo bad guy I've ever seen in a movie. I like King Willie in Predator 2 better than this guy...I can't blame the actor, he did ok, but his lines and character development were horribly lacking. You knew enough about King Willie to know he was a hardass criminal kingpin. Sorry, I know...two completely unrelated movies...but both are black/jamaican and practice some kind of voodoo crap so I made the comparison. It was the only one I could think of.
Tribute his outfit to something in voodoo culture or something. As far as all the other fruity outfits that the other males wore I am sure that had little to nothing to do with it. It looks like something out of some kind of satanic rites and it would certainly fit his evil ass.

You have to think about this. A man with black lipstick and eyeliner who came back from the dead is killing people and you find it strange that a man has a skirt on. The crow is a man in drag, get used to to it.
