I love both The Crow and The Wraith, but I don't see The Crow as any sort of rip off or being anything much like The Wraith beyond the basic "guy dies in a violent incident, comes back from the dead". It has much more of the original graphic novel embedded into it than any sort of influence from The Wraith.
That said, I love City of Angels, too. But it's a mess. David S. Goyer's two drafts of the script I read are much better than ANYTHING we ever saw in the film. It's a shame there's no good quality print with all the deleted scenes from this film intact, because they're really essential to making the film much less choppy. The original ending to the film also has much more pathos and impact.
I love CoA, but it has a LOT of problems.
