I'm also going for The Rock.
The only thing Broken Arrow (which I still loved BTW) was the superior was with a better villain.
Don't get me wrong, I was a big fan of Ed Harris' portral of Hummel, but as a character not a villain.
Hell, Deakins is even more evil than the three mercs who turn against Hummel at the end of the Rock. Travolta just kicks ass as a villain.
But yeah, The Rock is 100% one of the best action movies ever made.

Broken Arrow vs Cliffhanger
They have almost identical plots, big budget, lots of marketing, big name stars, bad guy hamming it up and chewing scenery for 2 hours.

I would say The Rock. I liked Broken Arrow for what it was, and I had fun with it, but the duo of Sean Connery and Nicolas Cage was just a total blast and at least some of the action sequences were quite well made, and the humor was spot on and well executed. I have to admit though, like other mentioned before me, that Travolta was great as a vilain and almost stole the show. Ed Harris, of course, is an amazing actor and portrays an interesting character as well, but he is not wicked like Travolta who chew the scenery when he was onscreen in Broken Arrow.
