Need help fo find the name of a movie.......

Can someone help me with the name of an horror movie of the 80's or earlier 90's
about a very intelligent dog who could comunicate with the keyboard of a computer and it was suposed this dog had a mutant brother.

This mutant brother was the "bad monster" of the movie. I have memories about that movie but i don't remember the name.
