It would seem to fit the pattern.
lol I thought Lucky would continue to be missing as the movie neared its end.
Just recently saw this on TNT, I only saw it once from the time it was released.

As the police counted up the puppies and the dogs. I was like "Wait!! Lucky is missing!". Then he just toddles behind the Terrier, and all 101 are there. lol good end.

yes lucky was the pup that almost died in the beginning of the film

Especially since in that scene Nanny picks up the Puppy right after he has been revived and says "We must call this one "Lucky".
