Final episode question (minor spoiler)

This might be a minor spoiler, but something has always troubled me.....

When the guy is about to get executed, he is asked if he has any final words. He says, "I do.....use sunscreen." What on Earth did he mean by that? At no point in the episode do I recall that it made sense. Was he just being sarcastic about how they were going to electrocute him so bad that he'd light up so bright or what?!?? Seriously, what on Earth does he mean by, "use sunscreen."

Obviously, there was a guy which left after that statement, well actually after the guy mouthed, "yes." and Frank noticed this.

I took it as him being sarcastic.. I remember a song called 'Everybody's Free (To Wear Sunscreen)' being very popular at the time.. It was kind of the anthem for the class of 1999..

Thanks. Another possible scenario I was thinking about is that

the killer tied the people up to chairs with that barbed wire. Maybe he meant to put sunscreen on their skin so it'd soften the skin up and cut easier perhaps.

You could be right, I never thought of that.. I may go back and watch the ep tonight.. Right now I'm watching 'The Time Is Now'...
