So, the defense attorney killed a child, and had an innocent crazy man convicted, then when said crazy man got out, the defense attorney kidnapped his own child to have the crazy man reincarcerated? Why? What did the attorney stand to gain by having the innocent guy put back in prison? I don't understand the motive. At all.

From what I can tell (and someone correct me if I'm wrong, I was studying while watching this), the lawyer is a kiddly diddler. He kidnapped the original girl, had his way with her for a while and when she was near death, he lured the other guy to her to pin it on him. He appears to be developmentally challenged (seems to be child-like, mentally), so he was an easy fall guy.
Now, the part where I'm not entirely sure, is what happened while the fall guy was in prison. I think I heard a conversation between the lawyers wife and Frank about an older daughter that 'went away to live with an aunt'. So, I'm assuming he was having his way with her.
Now that she's gone, he turned to other kids. Fall guy gets out of jail and around the same time a girl named Shannon goes missing. Unsurprisingly, everyone assumes it's the guy fresh out of prison already up to his old tricks. Lawyer, of course, tries to pin this abduction on the same fall guy to cover the fact that it's him kidnapping/diddling kids. Frank, his partner & sherriff figure out what's going on and arrest the right guy this time. The girl lives and later gives the guy a gift basket for helping to save her.
This is a bit of an over simplification. There's a bit more that they explain in the episode. If you have it, I'd recommend giving it another watch. It's a good, though creepy, episode.
