I think it started to go downhill around late 2002/2003 when a lot of the channel's Late-90's shows were ending or starting to get phased out.
But, I don't believe Nick stopped being good completely until after 2009.
I would agree with regarding 2002/2003 for Nickelodeon. 2004 for the Disney Channel.

But anyways.....id say around 2005-2006. In fact, majority of the Nick shows I tuned into as a kid aired in the 90s. I hardly watched any of the shows that aired in the 2000s.
Growing up, I didn't consistently have cable in my household until around 2001-2002. During that time, I was still tuning into 90s rerun shows (Rugrats, Hey Arnold, All That, The Amanda Show, older SpongeBob episodes, Etc).
I'm gonna have to say Nickelodeon's downhill slide started in 1997 but didn't get really bad until 2002, to me the golden years of Nickelodeon were from 1989 to 1996.
