Demolition Man rip off?

Don't know if anyone has brought this up before but was this inspired by "Demolition man"? there are some similarities in the story line. Demolition man was made two years before and i have the feeling this film was inspired by it

The Ex Cop brought onboard to catch killer he knows idea has been done before Demolition Man. I remember a movie from the sixties where it happened but the name evades me right now.

Assassin (1986) with Robert Conrad - same idea.
