How the Hell does Casey go from being a Chief Petty Officer (E-7) in 'Under Seige' to a Liuetenant (O-3) in the sequel?

Granted, 'Mustangs' (What we in the US Navy refer to as an enlisted person who gets commissioned), can become an officer upon congressional approval. However in doing so, Casey would have had to await his appointment (which takes roughly six months), start his commission as an Ensign (O-1) then jump two more paygrades.....all in under three years...possibly less since he was at the time this film takes place, retired.

No, what's absurd is the fact that he's allegedly a Tulku (Buddhist holy man on par with the Dali Lama).

In the first movie it says that he was busted down to Chief Petty Officer so I assumed he was just reinstated to his former rank after the events of the first movie

if you're an officer, you don't get busted down to enlisted.

I assume, when he was a SEAL, he used to be a Senior or Master Chief (E8 and E9 respectively) and was busted down to a Chief (E7). Making him an officer in the sequel was stupid and not to mention pointless as he wasn't in the Navy anymore and his rank had nothing to do with anything.
