just kinda confused about certain stuff. are the scientists actually able to control when to recall Jones back to 2036 or is he able to "control" when he wants to go back? If the scientists are the ones in complete control, why didn't they recall Jones back the moment they got the message from the answerphone? That'd probably save him wouldn't it?

Jones? Do you mean Cole (Bruce Willis' character)? The scientists can control them only if they have a transmitter in their teeth. Cole removed his teeth along with the transmitter so they can't recall him, he wanted to stay in 1996.
