Yeah, it was inspired by a story about a 6 year old boy who killed his family because he claimed his toys told him to do it, since his parents were making him spend less time with his toys by giving him a bed time and stuff like that. Obviously only the toys being alive aspect influenced the story but technically it is based on a true story.

But the government has covered it up and the makers of the movie are not allowed to mention that toys come to life. I heard this from the son of one of the writers of this movie.

No, but true stories are based on this movie.

Technically, most movies are, just not in that literal of a way. What I mean by this is the writers think up something; however, it has to be something to further elaborate on to sound good. They take their life experiences and imagination and transform it into a blockbuster. Voila.
