I don't think it's entirely contradictory. When she didn't want to get involved with Carol Ann and Virgil, it was b/c she considered it more of a private problem between the two of them. The gals were only in town for a couple of days and it really wasn't their place to get involved in other people's domestic affairs. Just like you probably wouldn't get involved if you overheard your neighbors having an argument. At most, you'd call the police if you suspect that the argument has escalated to a serious physical level but otherwise, you mind your own business.
The scene where she decided to correct the Michael Vartan's character's insulting behaviour was different. That was out in public. When she was standing up for the townswomen, she was trying to make the point that it is not okay to treat people like that. When out in public, a certain level of civility, respect and decorum should be expected of everyone. She has probably been insulted in a similar way countless times in her life, for being a drag queen, for being different. So it didn't surprise me that she felt the need to call the boys out for their rudeness in that situation, while preferring to stay out of Carol Ann & Virgil's far more personal, private problems.
