No -- the collector could get the key anytime he wanted to from the Demon Knight but it's only when the stars aligned and the seven chosen people show up in a special place (deaccessioned church) that the Collector could summon the lesser demons and the Demon Knight knew he had to die and pass on the key.

Remember that Brayker said that there were 7 keys. Phil Fondacaro only destroyed the one that was used to bind Lillith. Jerylline was still running with that one Brayker gave her, and the black guy was the next collector. Jada was destined to run from him all her days before it would be her time to fight, sort of like Carnivale and The Sentinel.

• Carrying the exact same case as Billy Zane. Check.
• Dressed exactly like Billy Zane, down to the boots, duster and hat, as he was the first ten minutes of the film. Check.
• Conspicuously did not cross the blood barrier. Check.
• Exchanged an obvious meaningful acknowledgement with the new "keyholder." Check.
• Was so obviously the new collector as indicated by all the previous bullet points, but also by the ominous music, lingering, meaningful shots, his evil sneer, and most importantly that the fact that who else would it be? A random stranger? The filmmakers would end the film with a scene of just "some guy" waiting for the bus. Really? Check.
