Why does actor James Fleet always seem to...

Play rather 'bumbling/clueless' types? Anyone? I know that the same could be said (somewhat) for Hugh Grant, always cautious& stuttering, in a way, but not to the extent of Mr.Fleet...have watched this, 'Four Weddings', 'The Vicar if Dibley', et al, and I never see much deviation from that of a fumbling 'follower', of sorts..anyone with evidence to the contrary, please speak up..!

Because he is a character actor. Casting directors hire actors based on past performances. They saw Fleet play a clueless type in some other film, then said we need that here.
