who was that guy in the begining?

I have a question... The man in the beginning was an NEB soldier, a human being. He was carrying a message for an alliance from NEB high command... if everyone back at HQ was dead then where the hell did he come from?

Perhaps not everyone at NEB Command was dead when he was sent. I think the idea is that the commander was replaced by a Screamer. Becker says at one point that he got his face from the NEB commander.
