Yes, the Dic dub is a butcher job. Whole episodes are dropped out, and other things are eliminated to appeal to a younger audience. There's an episode where Usagi gets drunk at a party, but in the dub she just had "too much juice". Also the character of Zoicite is actually male, but is female in the dub.

Having said that though, it's the way many of us were introduced to the series, and I think as long as you realize some of this is not the original, go ahead and watch it and have fun. Some of the terrible dub voices are fun on their own (the Southern-accent animation student is my favorite). The dub has also created inside jokes for fans. There's one episode where the girls argue over who should get to play Snow White and Jupiter says she should because her breasts are biggest. In the dub she says it's because she has the "biggest talent" even though the animation still prominently displays the bounce of her breast. This has led fans to jokingly refer to breasts as "talents".

In its own way the Cloverway dub (that's seasons 3 and 4 -- S and SuperS) has more problems. Notably saying the lesbian scouts are "cousins".

I say go ahead and watch the dub. It's not that bad, yeah, they cut out three or four episodes, combine two, change some sexes, make some lesbians cousins, change personalities a little, other than that...

No but seriously, the dubbed version is fine. You can always go back and watch the sub right after you finish the dubbed. Plus the last season Sailor Stars was never dubbed so you'll have to watch that subbed.
