Yes the girls have lots of power, but TM (aka the man) always has to come in and save the day, doesn't that kind of defeat what NT was going for? They still need a man to help them out!
sharewhich is partially why the S season is good because that Tuxedo Mask role is often filled by the Outers instead. Uranus and Neptune save the day.
And it also makes it especially funny when Tuxedo Mask shows up and is totally useless. Like in the SuperS movie.

I always saw this series as more of a satire against being sexiest. Kind of explains why Usagi fits into some sexist stereotypes(always wanting to be thin, being a girly girl ect) and this is often turned into the but of jokes.
So, if you look at it that way, Tuxedo Mask saving the day just fits with the gag of the series.

Japanese culture is more sexist than Western Culture for one. In the manga which is written solely by a woman Tuxedo Mask does not save Sailor Moon's ass all the time. He only saves her I believe once and that was from Prince Diamond. The anime which is run mostly by men has a lot more sexism in it.
I see arguments for both sides.
Yes Tuxedo Masks always "helps" them but as you said it usually only involves him distracting the enemy, then saying "Now Sailormoon" and she does her attack.
There are only a handful of times when Tuxedo Mask actually holds his ground, does legitimate fighting and takes damage. For instance in the SuperS movie the bon bon's or whatever they are called really jack him up and he gets KO'd.
I see Tuxedo's Mask role(in battles) as the epitome of what every relationship should be. Both individuals coming together to get a task/job done. Both sides need the other to succeed and neither one is greater than the other.

in the early episodes it makes sense because Serena/Sailor Moon is new to fighting the Negaverse and she's not exactly a competent fighter. her strangely being able to fight off monsters by herself would be a bit odd. but in later episodes it does get repetitive that the Sailors can't beat the monster of the week and then Tuxedo Mask shows up to hit it with a rose and then they can all of a sudden save the day

But its still the Sailor Scouts who do the majority of the fighting and finish of the villains. That would be like a basketball player coming off the bench for a team and having a good performance. And when the game ends the bench player gets all the credit. Instead of the Star player who scored 40 points and played the majority of the game. Thats a silly notion.
