Any reason behind the two-episode-a-month pace?

This is a very highly unorthodox release schedule, at least stateside. Is this more common in Japan, or is this something unique to Sailor Moon Crystal?

Frankly I'm not fond of it. An erratic release schedule like this is not at all conducive for a show of this nature. Usually a series like this would air 4 or 5 times a week, once a week at worst. If these were hour long, story-heavy episodes the structure might work better but not for Sailor Moon. Getting 20 minutes of Sailor Moon every two weeks feels like eating a cookie one. crumb. at a time.

I also find the idea of releasing Blu-Rays with only two episodes per set to be ridiculous. I guess they reaaaaallllyyy wanna milk Sailor Moon for every last dime.

I don't think it's normal by any means I don't know of any shows that don't release a new episode a week. I think it is just that they are trying to milk Sailor Moon for every thing they can. I mean I am sure they are making bank on all the new merchandise and they don't want it to end any sooner than it has to. I don't think the dvd release thing is probably all that uncommon in Japan though. Anime studios treat the Japanese otaku like crap because they know they can get away with it. They can charge out the wazoo for very little content. They would rather sell less and charge more for what they do sell. That sort of thing will not fly here in the U.S though so I am glad for that at least. Americans would rather miss out on something like a movie or a tv show than pay a really unreasonable price for it they will either skip it or pirate it.

What is really sad is seeing the terrible animation of the most recent episode. It is some of the worst I have ever seen and there is just absolutely no excuse for it. The fandom is really just being taken advantage of because they are not even delivering a nice looking product.
