Nauseating
There is just no way to separate the basic theme of this film from the beliefs of the man who made it. Salva (like many pedophiles) apparently sees himself as being more enlightened, more sensitive, more intelligent, more "beautiful" than the average person -- in other words, he sees himself as Powder. When Powder is victimized by the intolerant townspeople for being different, it is Salva railing against his own victimization by society. Sorry, Victor. You may feel as unjustly ostracized and misunderstood as Powder, but harmless albinism and harmful molestation are not on the same page, not even in the same universe, and to try and equate them is offensive.
