Deja Vu

I remember seeing a movie with an identical plot--professor complaining about the electric chair ends up freeing a killer from florida who really DID cut up a girl and throw her in the swamp, and jesus boy takes the fall, but the real killer doesn't get away, and shoves a girl's hand in his crotch to prove he's castrated, before getting offed in the swamp.

However, I recall it being a female professor, and it was her hand shoved in the crotch. Basically, husband/wife from this movie were combined... I think it was with like Jodie Foster as the detective and Denzel Washington as the murderer, but IMDB is coming up blank.

Anyone know? There's nothing listed in the connections section, but this is based on a book, so it's not unthinkable that another movie was based on it. I have no idea what year it was, but sometime between late 1990's and early 2k's, I believe.
