That doesn't clear anything up at all. It could have been, as I believe, a spur of the moment and misleading comment made to Trevor in order for him not to get involved. My feeling is that John just went even further off the rails than he already was, the old firm was split up and he had to find another source of unity with like-minded thugs. That's what John thrived on - the rush of being part of something so highly charged and violent. As the film progressed he became more disinterested in the police force so the notion of him still wanting to be part of it seems unlikely. Besides, if John was undercover, it's highly likely Trevor would have known about it, being he senior. Therefore, to say such a comment from a man obviously not in right mind provides clarity to the situation is rather weakly founded.
