I was just wondering if it was before or after Christina Ricci's other film Now & Then, which was released the same year.

Well, both movies were on pay per view at the same time, I remember, because I ordered them both within a few days of each other. So at least on release they were mighty close, but yeah that doesn't mean much as far as an answer to which was filmed first. :)

'Casper' was released in May 1995. 'Now and Then' was released October 1995. 'Gold Diggers' was released November 1995.
Going by budget, I'd assume that 'Now and Then' had a shorter post-production time, 'Casper' had a long PPT due to all the special effects, and 'Gold Diggers' had quite a long PPT due to budget restrictions and having its release date pushed back to avoid competition from the two bigger budget Christina Ricci vehicles released that year.
Now onto the actors:
Anna Chlumsky is older in this film than she was in 'My Girl 2' (released February 1994 so filmed in 1992/3).
Devon Sawa is in both 'Now and Then' and 'Casper', and is older in the former than in the latter.
Ashleigh Aston Moore is in both 'Gold Diggers' and 'Now and Then', and is younger in the former than in the latter. She had to gain weight and dye her hair red for Now and Then, which also indicates that this movie was filmed a significant period of time beforehand.
It's difficult to tell with Christina Ricci, she doesn't really age. But I'd guess from the other info that she was youngest in this movie, middling in Casper, and oldest in Now and Then.
So, all that coupled with the main seasonal settings of each movie, I'd guess the filming times as:
Gold Diggers: spring/summer of 1993 OR 1994
Casper: autumn/winter of 1994 (the soundtrack was still being recorded in 1995 so I assume other PPT was still being done then too)
Now and Then: spring/summer of 1995

Yeah in Now and Then, she looked very skinny, compared to Golddiggers and Casper, so I'm guessing Golddiggers was filmed later, after both those movies, although her weight was very up and down back then, it fluctuated a lot.
