Is this movie, Fluke, based on a true story?

I seem to remember reading a news item in the Washington Post stating that the essential plot points of this movie closely followed a true story about a dog/man in the DC area in the 90s. If so, shouldn't the film be reclassified as a documentary?

No, this was based on a novel by British author James Herbert written in the early 1980's.

Maybe James Herbert based his novel on a true story. Like Truman Capote did with In Cold Blood. Or the guy who wrote the book the rat movie Willard was based on.
