In the novel, English isn't his first language and it really shows. It's been too long since I saw the original movie, but the accent may have been there.

In the book it says he's Dutch. (Quincy talks about the 'Dutchman'

According to the commentary on the DVD, they weren't using German at all. It was completely made up gibberish. In fact, during the excorcism scene with Lucy, Van Helsing says "Chez Oomaletta" (cheese omelette)

German is A) Similar to Dutch (Dutch comes from German, hence the word Dutch is a corruption of Deutsch) B) It was fake anyway, so you could say it was made up Dutch rather than made up Deutsch!
