He's a good actor, but that was laughably bad. Any cop hearing that would immediately be like "oh, your the bad guy trying to disguise your accent".

My husband and I watch the movie at least once a year, and you're right -- he's shooting for a Southern accent and missing by a mile.
A website about action movies noticed it too, and it was significant enough they mentioned his failed drawl. Obviously, I'm not the only one to hear it.
