After 15 years, but she doesn't know anybody nor does anybody know her? Heck, she doesn't even know where in town the train station and main street are???

Maybe she has amnesia or she can't read maps and is in the wrong town that looks very similar to the one she was at 15 years ago

That might be the case in a different movie, but not this one, though.

She arrived by train and did recognize her sister.
