just one of those unrealistic add on's to make the audience freak out, especially with the licking of the envelope (same as knife at start) and the close up on HCJ face was disturbing. But ya especially since the guy was involved in the case, no matter how little, they would be intercepting everything.

He can send the letter by some released prisoner, like he did before

I thought the same thing, and that is not very realistic, but as the old saying goes: why let the facts get in the way of a good story.
